Transfer 2 Billion BTC for < $1 ??

I read this and is this really true ? If so how come the gas fees to transfer out from Binance seemingly for a small amt seems qto be more than the cost of transfer for the 2 billion worth of BTC transaction ? Appreciate if someone could help explain...
