Best hackathon chains? Where are the best projects coming from these days?

In bearish times, builders do what they do best…build. My question is, where are the good crypto builders and what are they building that’s actually tangible and innovative?

It feels that for the last 18-24 months, once the bear market started and the dust settled on the NFT hype and gamifi promises, there hasn't been any asymmetric innovation coming out from the early stage underbelly. Liquidity events have also dwindled (grants, early stage liquidity events, et al.) Solana and Ethereum seem to be the only chains still fostering early stage communities but everyone else just seems dead.
