Binance is asking my twin brothers to post a “hostage like” video to prove identity ????????

So me and my brother have been on binance for a while. He has a twin brother and he is now interested in crypto. So we tried to sign him up. For verification he tried both a passport and driving licence but it failed on the selfie part. I messaged binance and they replied saying that they need to send a video with both twins in one shot holding a note with the ID and someone saying the exact date.

Is this a joke ?? He just wanted to buy crypto not show proof of life. Look at the ID that both of them have provided. It’s different.
