Bitcoin ATM fees?? Cheaper alternatives

So I buy btc every now and then at stores that provide an atm and i’ve noticed that the fees are ludicrous. Am i being scammed or are these fees reasonable? Last time I deposited funds the fees were 23%. I’ve come to the conclusion that atm fees will always be between 20-25% and I’m not really down with that so hence the question if anyone on here knows of a cheaper way to convert cash into bitcoin? I find it hard to believe that the cheaper alternatives are on mobile apps and wallets.
