Bitcoin heavily relies on the Internet for its transactions. Are there plans to use (long range) air interfaces? Like LoRa or Bluetooth dead drops?

To be honest: How to move your coins if the internet is getting switched off? Is there a way out?

Edit:

I'm more talking about transmitting transaction data for 100-200km for - lets say - over a border from top of a hill until they will be able to hit the internet again. This can be easily be done with LoRa and a few $ of equipment.
