Can a hot wallet on a mobile phone become a hard wallet?

howdy, i'm new to the world of crypto and security is obviously the #1 precedence for anybody on this area, at present i'm in a country the place i don't have access to arduous wallets simply and it's truly risky shopping for it online from a special country simply due to the place i reside.
