Can I have two binance accounts with the same ID?

So, I forgot the password of my main account (it's empty so it's okay), and apparently I can't reset the password because it says "Sorry, but out systems are busy." This happens everywhere, phone, computer, chrome, Firefox, opera, all of it. It's obviously the account being stupid and I was wondering if I can just create another one with the same ID?

Ps: I can't use my phone number to recover because I moved to another country and that number is lost.
