Can the founders of a Shitcoin add smart contracts that limit your options at a later date?

Hey guys!

I've heard about shitcoins on BSC (I know...) where you can't sell your coins, or where you have to pay 10%+ fees for a simple transfer to another wallet. Can the founders of a coin add or change smart contracts that would do this, or does this have to be done before the shitcoin is launched?

Background: Reddit pulled the plug on RCPs like Moons / Bricks on November 8th. Just out of curiosity, I'd like to know if they could really "end" Moons, or if they'd just let it go.

Thanks
