Discussion about Vitalik's post: "What I would love to see in a wallet"

I just want to start a discussion about the last Vitalik's post "What I would love to see in a wallet".

My first question is about multiaig wallets. I'm always confused about "Multisig wallets". Are we talking about smart wallet? Or something else? In the following quote, is Vitalik referring to a smart wallet such as Safe? Or something else?

My preferred solution to this, for over ten years, has been social recovery and multisig wallets, with graded access control. A user's account has two layers of keys: a primary key, and N guardians (eg. N = 5).
