He has stated on more than one occasion that Ethereum is going to be needing L2s like Polygon Hermez and their upcoming zkEVM for a very long time. I don't think it's a surprise that he's trying to tweak gas consumption to favor L2s. Maybe until Ethereum can stand on it's own two legs.
