Have someone heard about tradebitax.com? Is it scam?

Hi there, I have my cousin who invested $2500 in bitcoin and made $42k. He lives in Central Asia and used tradebitax.com (can’t it even google) because he was told there is low withdrawal fee. So now when he tried to withdraw money to his account, for non US residents the platform sends it to some third party company and now my cousin has to pay extra 3% fee out of pocket for (foreign currency exchange, swift operation, etc). Checked the email and it seems legit: they have full info about the bank-beneficiary based on card number, full instruction.

Now the question have you heard about this platform? Is it scam? For $42k should he risk and pay 3% fee?
