It's not really about censorship of Bitcoin. It's about:
Banking rails connected to the state that you are trying to leave.
Accepting Bitcoin for your good or service without the state finding out.
The broader economy in a state will never be able to embrace Bitcoin and your existing wealth will remain stuck within an authoritarian states banking system. You cannot fix those systems, at least not without taking substantial risk to yourself (some will obviously take this trade-off when the financial need is great enough).
At most, Bitcoin can be acquired and spent between individuals providing private and direct services to each other. A small, under the table circular economy is the most you can hope for.
That, or you can try to sneak money out of your bank and into an exchange as you try to escape the country. Reliably pulling that off without being caught (especially when trying to move the money back into your bank) isn't likely to work out for you longterm.
Bitcoin may be global but it's not the most private. So you have to be very careful about how you use it in these places. Some will say "Bitcoin doesn't care" or "No one can stop Bitcoin from running" but that's a bit beside the point. States like China will be successful in largely suppressing Bitcoin and other digital assets.
