How To Transfer Funds out of Binance as American?

Hello,

Long story short my father had a Binance account for numerous years. He recently tried to login after years and was unable to since they detected he is connecting from the US. He just wants to take out his funds and send to a US exchange. What exactly are the steps? We can't even contact Binance since when you click support on Binance it says we can't use support since connecting from American IP.

I do have SurfShark VPN, should I try connecting from a EU IP and try with cleared cache? Just trying to figure out best way to take out funds as my dad has a good 10-15k funds in there which was many years ago so maybe they have grown since then.

Also, my father now has Coinbase so can we transfer out to that or should we open a binance.us account to get funds?
