If Fincen proposed measures go in effect, will it effectively ban bitcoin for US citizens?

I just watched this video. Can someone give a estimate how likely this is to pass? Of course it won't stop the bitcoin network, but it would be terrible for bitcoiners in the USA, especially if they make a example out of a few bitcoiners by throwing them in jail for self custody or using the lightning network.
