Is it normal for a stable coin to be worth $0.96?

Just wondering if its normal for a stable coin to be worth four cents less than the dollar that its supposed to be pegged to?

The live TerraUSD price today is $0.961231 USD with a 24-hour trading volume of $1,932,677,188 USD. We update our UST to USD price in real-time. TerraUSD is down 3.60% in the last 24 hours. The current CoinMarketCap ranking is #9, with a live market cap of $17,938,020,160 USD. It has a circulating supply of 18,661,499,918 UST coins and the max. supply is not available.

I'm no crypto expert, but this just doesn't seem right to me.
