Is it technically possible to use the value "1" as a private key in Bitcoin?

When I run this in Python it gives me a public key, making me think its valid.

from bitcoin import * privkey_to_pubkey(1) (55066263022277343669578718895168534326250603453777594175500187360389116729240, 32670510020758816978083085130507043184471273380659243275938904335757337482424) 

I know doing so would be highly insecure and strongly discouraged, but is it possible to create a private key thats not 256 bits long?
