Is there main layer scaling going on in ethereum except of sharding?

I mean I know that it decreases decentralization but increasing tps limit on main layer in parallel with technological improvements in hardware should be done. If there is lets say 45 tps capacity atm (dont know about it) We should for example try to increase it by 5 tps every 6 months coming entirely from the gas limit increase. Is this already being done or if not what is the reason. Because I think it is logical to increase it in accordance to technological improvements in hardware.
