Logistical issues with exchanges

I use an indian exchange which is in beef with the authorities right now. I used them because they are the only ones in my country which allows to withdraw bitcoin. All others only offer IOUs.

Now, what i do is buy and withdraw immediately. (Very high fees)

But since deposits via bank are disabled now and one can only deposit using p2p. It doesn't work sometimes.

Also can't prefund the wallet as the exchange may close anytime.

What should I do to continue to stack sats?
