My Ethereum Sell and Buy Dilemma

I got into Crypto a few months ago, and had easy access on buying ETH back when it was around $4,020 through my Personal USA PayPal. I recently moved back home, and logged into PayPal one day...and they suddenly froze my account (Permanently) and I can't do any actions for 180 days. Escalated it many times, but they won't allow it.

Got into Binance, and have been doing most my buying there and have reached a certain amount of ETH coins. This morning, was curious and got into my US PayPal, still hasn't even passed 30 days since the freeze.. I tried selling 9$ worth of ETH just to test and it worked!! NOW COMES MY DILEMMA

Might be a glitch, but I can't afford to wait 180 days or worse being locked out of PayPal, which means I need to sell all my holdings at a high price.. and at the same time I want to buy back the same amount of ETH I've lost.

so it's a battle between hoping for a say $4,800 ETH price so I can sell the PayPal holdings for profit, and then slowly inject increments at a lower price in phases to makeup for my lost ETH while maintaining profit. (or the other way around, buy first , sell after whichever comes first lol)
