NANO - Network experiencing settlement delays for some blocks & lower throughput right now

Prioritization isn't fully implemented in its final form. Until that time, during an active attack session, transactions are slowed. 99% of transactions (over the past 10 minutes) are confirmed in 298,000ms which is 4.9 minutes. Which is slow for nano but still faster than 98% of crypto.

Probably something similar to what happened 20 days ago.
