On FlexPool and banning Russian Miners: Can someone explain why they couldn't just announce to donate a certain % of pool fees to Ukrainian aid, instead of kicking miners out?

Am I missing something, or isn't this just a way better route to go down in regards to good PR? Instead of kicking out miners based on thier location/nationality, why not just make a public announcement that a certain % of pool fees earned will go to charities or resources helping to provide aid in assisting Ukraine?

This approach seems a lot better then relying on a high degree of uncertainty in regards to how much the positives outweigh the negatives by banning all miners in Russia.
