Personal Verification Declined 3 times for the same reason

I've tried 3 times and every time I got the mail

" Unable to read your ID. Please upload a new clear, visible photo of the original ID. Please note, over exposure or reflection will also lead to failure. "
Please make the necessary changes and try again.
We apologize for any possible inconvenience. "

I've made sure that the photo of the ID is as clear as possible with full clarity,lighting and readability and that all the details on the ID match with the ones I filled out but it still rejects it for the same reason. Can anyone tell me any possible solutions?
