Question about fees and coin control

So I've just decided to consolidate all the small BTC on my ledger into a single address (UTXO). Ledger tells me I have 0.31 btc in total. But when I try to send the amounts with "medium" speed selected, I can only send 0.298 btc with a network fee of 0.011 (315 dollars).

Is this normal? Am I doing something wrong? Should I wait until the fees drop (will they drop) ?

PS. Coin control has 3 options, a) Oldest one first, b) Minimize fees, c) Minimize fees in the future (merge coins) Which one should I select?
