Question on Liquidity

If a Whale were to drop 1Billion on a coin that has maybe 100million Market Cap, causing the value to go up, and then they sell at its peak, are they robbing the coin of its Liquidity? Or the Capital? And if this was done enough times, would the holders not be able to cash out of their investment because of this? I might not be using the proper lingo. Just curious how this works.

I see this happen a lot, and it isn't all from a pump and dump shill. Sometimes there is a large purchase on an alt coin or token that has been going sideways for a while.
