Reference for 24h change calculation

What time does Binance use as reference when calculating the 24h % change? Typically it us the close price at UTC 0hrs, but when i cross check, it never matches up.

In this screenshot, i have set the x-axis timezone as UTC, so the close price at UTC 0 = 45,737. The 24h change = 2.36%, so the reference closing price should be 45,251. This does not match. Can someone clarify? [NOTE: crossed out value in my local currency]
