Scammed. Returning funds questions

Edit: General consensus says scam so I'll tell him to get fucked if he calls me again. Very much appreciate all the help!

Good morning!

I recently received a phone call from Cysec letting me know I was scammed during 2020 and they have taken possession of my crypto wallet from the scam company and they want to return my funds...

I've done my due diligence and researched as much as I can into it. Cysec.gov website confirmed the guys ID etc but in order to activate the blockchain and receive the funds i need to make a deposit of 10% of the funds I'm due to receive through binance.

Does this sound correct? I'm a complete novice when it comes to this and I just don't want to get scammed. It works out to be around £7000, so need to send binance £700 and that's a wad of money I cant afford to lose...

Any advice appreciated
