Shell Script - Sequence check and add missing number

Some quick help needed. I have a group of numbers, lets say

(3,1,4,8,2,7,9,10)

min number = 1 , max number = 10

expected numbers = 1 to 10

missing number = 5,6

I need a shell script that is going to pick up the missing numbers in the range and add them to create a new set. Sorting is not needed though
