According to the 2014 EU directive concerning "Bank accounts in the EU Right to a basic bank account", every bank must offer basic service to residents of other EU countries:

If you are legally resident in an EU country you are entitled to open a "basic payment account". Banks cannot refuse your application for a basic payment account just because you don't live in the country where the bank is established.

If a bank in your own country closes your account, you may not be able to invoke your rights under the EU directive.

Therefore, it seems to be highly preferable to open a bank account in another EU country for the purpose of Bitcoin-related payments.

If such EU bank closes your account, you can effectively invoke the 2014 EU directive, and demand reinstatement of your account.

You may also be able to invoke the fact that administrative decisions must be duly motivated in law.

The bank will almost surely not be able to provide a justification that satisfies the standards of evidence of EU law.

Furthermore, by failing to point out within which period and at which government department you can lodge your appeal against their decision, the bank's decision decision will also be in violation of their legal obligation to properly motivate their administrative decisions.

Furthermore, within the context of freedom of information, and upon simple request, the bank must also disclose all information that they have on file, concerning their decision to close your bank account.

In administrative law, a bank is treated by the 2014 EU directive as a basic utility, and therefore, as a quasi-governmental organization, that must motivate and explicitly point out appellate steps against their decisions.

Furthermore, I think that it is time to crowd fund grassroots initiatives aimed at using legal action as to seek the revocation of the financial passporting status of EU banks who in violation of the 2014 EU directive, have the audacity to close basic bank account service to Bitcoin users based in other EU countries.
