Using a Bitrefill virtual debit card outside the purchasing country

I cannot find anywhere else to ask this so I wonder if can ask it here.

Docs for Bitrefill virtual debit cards talk about a variety of countries where they can be used as payment like any other CC or debit/gift card. But the pages on my local Bitrefill website for the virtual debit cards make it sound like they can only be used within my own country. (USA)

Which is correct?

All I want to do is make a small, legal purchase with a foreign merchant and use the small amount of BTC I have left in my BTC wallet to do that. No funny stuff.
