What are different exchanges would you suggest as backup to Binance ?

I'm curious as governments around the world are taking lawsuit actions against centralised exchanges.

Also I love the features provided by Binance but at same time not able to find good centralised or decentralised exchange as good as Binance.

Can anyone please help me with ?

Also which exchanges support cold wallet keys ?
