What is "The Broader Community"?

I was looking at the Moon links from the Daily thread, and I came across this:

"For each round the Moons are distributed as follows: 20% to the admins, 20% to the broader community, 10% to the moderators, with the remaining 50% available to contributors."

So what exactly is "The Broader Community"? Also what is the difference between "An Admin" and "A Moderator"? I know they both help run the subreddit, but I'm not exactly clear on their roles.
