Must there be four steps for the new state to be fully formed?
Suppose the new promise is in A's favor, the first 3 steps have been completed, but A refuses to cooperate with the last step (somewhat strange). So B seems to be in a quandary, he is afraid to broadcast the old promise, all he can do is broadcast the new promise (get less money). So A took some of B's money before the new state was fully formed. In step 2, though, B agrees and sends its own key, which is not pleasant.
