While we're in the bear market, how do you discover new, worthwhile tech that's currently in development?

I'm not looking to gamble away my savings, I'm not interested in project recommendations, I'm talking strictly about how to find information on current developments that are happening in the background. Something that may be worth keeping an eye on once the market starts showing us green again. I can do my own research, just interested in where to look for stuff to look into. Projects like Solana or Polkadot were born in the bear market (or towards the end of it), if you're an early adopter, where did you first hear about them?
