Bitcoin in Argentina

I have a work colleague who is trying to financially support her family in Argentina. I want to open her the possibilities of Bitcoin to do so (not only to store the wealth without risk of debasement, but also saving some fat % points in wire fees).

Now, mis queridos argentinos, what reliable resources do you have there, so that I can simplify the journey to my colleague?

• How likely is it that banks block transactions coming in/out of exchanges?
• Are Bitrefill or similar services available there?
• Other tips?

Side question: if one sells Bitcoin for e.g. USDC in Argentina, would the rate correspond to the so-called "dólar blue" or to the standard dollar?
