Can someone please explain this transaction please?

I had it confirmed within a minute, Yet the USDT is still on my erc20 wallet instead of Arbitrum.

I checked the gas fees and I had transferred more into ETH to make sure I had more than enough for the transfer (Spent another $40 sending $50 from cex "Yay ETH") it took the $40.72 left $20 in my erc wallet and the transaction has failed somehow. This is beyond rediculous that I now have to send more from cex, Tranfer more than I need and what gas fees are to get the transfer then end up with $80 sitting in erc20 thats not worth moving. Maybe the SHIB ARMY is onto something.
