It was quoting transaction fees of ~$240 to send ETH out of it yesterday and now is only down to ~$140 when the network has cooled off.

I see no reason it should be $140. Should be less than $10 definitely.
MEW is quoting a fee of $2.75 currently to send ETH.
I've tried talking to Coinbase Support but they are just sending me canned responses that don't even understand what I'm asking or make excuses like a fee of over $200 makes any sense at all.
I sent 0.05 ETH to the wallet just to try out Coinbase Wallet as a hot wallet and it is not going well so far haha.

Can anyone help me figure out a way out of this? I tried swapping to Base ETH but it still wants hundreds of dollars to do that. It wants hundreds of dollars to deploy my wallet and generate recovery keys also.
