Do the top 10 altcoins of the next bull market already exist?

I've followed the historical top 10 altcoins of prior bull markets to learn they mostly lose their position before the next bull market. With that said, how does a person decide which altcoin to accumulate during a bear market? Do the altcoins that will sky rocket to top 10 coins next bull market already exist as small or micro cap coins?

It seems the biggest opportunity is to find a handful of altcoins during the bear market and stock up before the next bull. What has been your experience in past cycles in regard to buying altcoins that have the potential for maximum increases in value?
