How can I buy Bitcoin under 18 with low or no fees?

I am a young enthusiast who wants to start investing in Bitcoin, but I am currently facing some difficulties as I am under 18. I have set up an Electrum wallet and have managed to accumulate 0.00010413 worth of Bitcoin. However, I am not satisfied with my current purchase method, as the fees are too high for the small amount I am buying, and I don't want to use custodial accounts.

I am seeking advice from the community on how to purchase Bitcoin under 18 with as little fees as possible, preferably none. I have already tried Paybis, but their fees are too high. I would appreciate any guidance on how to purchase Bitcoin without violating any laws or regulations.
