So... diving deeper in to LN. It seems based on what I have read, a private kind of network would be totally possible (i.e. me and 10 other people establish private channels to transactaong ourselves).
More curious in the broader sense... would it be possible for the U.S. to establish a network on lightening that was only nodes they "approved " on it. Would they be able to cut out misbehaving nodes (for example, a node that connected to north korea.... or simply to any node they hadn't "cleared")?
Could nodes on a collaborating LN network cut out some node they didn't like? What would it take to defeat censorship there? Could a single mode that had permission on the network establish a private channel to an external network and get on it.. or does it not work that way?
