Ownership of a skateboard, or a painting, is mostly all about possession.

Sure you can steal a skateboard, and be arrested for possessing stolen goods. But having an NFT or not has no basis in law to establish ownership, and won’t really come in to play in such a case.

Any change to use NFTs for such things would need new legislation endowing legal rights on the NFT holder. Which is not going to happen for various reasons.
