Recommendations on getting money out of China using Bitcoin?

I Know A Guy™ who has his money stuck in China, only able to pull about $600 a week into Taiwan. Due to economic circumstances within the country, he will be unable to pull out all of it because they will no longer allow withdrawals after a certain time early next year. Obviously I am aware of the fact that Bitcoin is now banned there, but I assume there are still people there looking to get rid of their crypto in exchange for cash. Any recommendations on what safety measures to follow to do this securly and effectively?
