Smart Contract new be question 3 way contract

Hi all, sorry very very very new b question I just need know if this is possible and if so what I need to search for to complete this action.

basically i want the user(s) to set the amount for the contract and then some how send that contract to the second player for them to accept and for the website to take a cut

scenario: I have a website where the website will pick a random number

basic action:

first player says: I bet x Crypto I will get closer to that number then you.

second player says: i bet [same amount] i will get closer then you.

website takes a cut (say 2%) of the contract

Advanced action:

team 1 of N players: we bet x Crypto (same amount from each player) we will get closer to that number then you.

team 2 of N players: we/I bet matching amount we/I will get closer to that number then your team.

website takes a cut (say 2%) of the contract and some how divide the winnings between the winning team
