Third world bitcoin

I have an acquaintance in Venezuela who has no bank or any other means of trade, short of hyper inflated cash. Brutal situation for family and children. Not many options. What would be best, first steps for getting them on board and able to function. Any articles to recommend? Family member is in US and wants to send funds on a regular basis. Seems easy here in the US, but a big hurdle with a complicated infrastructure. Any help is appreciated. Funny I’ve always treated bitcoin as a curious hobby, but seeing the reality, is heartbreaking.
