I'm now seeing some chains calculate their TPS using dubious logic, just to pump up the numbers. I think the word "transaction" is being interpreted by different people in different ways. For example, some chains are counting consensus votes as "transactions" when really they shouldn't be.
Other coins like Algo, calculate this more fairly. For example, Algo will do a 1000 verifications of the proposed block, before the transaction is settled. And appropriately, that isn't counted towards their TPS.
SPS is a better term, because it more accurately reflects the throughput that end-users are expecting. "Settlement" is a more concrete definition of what a user really cares about in terms of bandwidth.
