Who is actually in control of the cryptos?

I see comments below news whenever alleged "hackers" return bitcoin (600 million stolen in de-fi hack) or what-not, people poke fun at the idea that it's actually "hackers" and that there's a specific larger party or group behind the scenes running the show? Which group or party are people referring too (is it the banks, governments, etc)?

I'm not asking if it's true or not, I just want to know what people mean (open to all ideas).
