Why does the market go sideways with bullish news seemingly everywhere?

Title basically says it all but I'm wondering why the crypto market keeps going sideways for months on end while I've seen endless posts of spot ETF's getting approved, banks providing crypto's to their customers. Countries adopting crypto etc.. Is it just constant market manipulation by whales?

Really wondering what you guys's opinions are on it.
