binance visa card hidden fees

I started using binance visa card few months ago, and when I pay for something on the internet fee is always 0%, no matter the currency, but when I pay for something in local shops the fee is much higher sometimes. If the terminal asks me to chose currency(euro or local) no matter which I choose I pay about 9% more. This is ridiculous! Sometimes the terminal doesn't ask to choose currency and the fee is again 0%. What is going on?
