Question : Risks of long term storage on L1

Is there a risk to holding ETH on the main chain? The scenario I'm envisaging is the following:

You hold 1 ETH on the main Blockchain.

ETH reaches a level of mainstream adoption where L1 tx fees reach 1 ETH.

You can no longer transact such small amounts of ETH on the main chain as thus your holdings become frozen.

Am I missing something or is this entirely possible?

As far as I know, you need a main chain transaction to migrate funds to a L2.
