Do our fellow hedge funds need to have BTC on the books to offer ETF to the institutional investors?

I know institutional investors can "access BTC" by having the ETF exposure on the books, but does Blackrock, for example, have to have BTC on theirs to offer the ETF? A recent video from Pomp on the news seems to suggest so.

Ultimately, I am trying to see if there will be a growing demand pressure in the future, and if this current rise in BTC price is just random psychological noise.
